What is the step by step process for getting a student visa and how long does it take?

I will be studying in the Philippines starting in November, but I don't know how to get a student visa, I don't know how long it takes, how much it costs, and how long it will be valid (I'm hoping to be there for 4 years). Does anyone know the step by step process for getting a student visa ? And also do I have to go to the consulates office or can I apply from my home?

I live in California right now if that happens to affect anything.
