if you want to visit Paris for a week, I am told they only issue Schengen Visas?

If you want to visit France for a week, you need to apply for a Schengen visa at a French consulate, if your nationality requires a visa to enter France.
The French embassy will also issue non-Schengen long term visas for study and work, but as a tourist, you'll need to get a Schengen visa. |

The Schengen visa allows you to travel to all European Union nations, so that each country no longer has to issue individual visas.
If you are an American citizen visiting France on vacation and plan to stay for less than 90 days, then you do not need a visa. |
