Whats the "Notarized affidavit"? This is requered for philippine tourist visa!?

I am from saudi arabia.i need to visit philippine within one month so when i see the requirments of tourist visa theres one condition is "Notarized Affidavit of the sponser in philippine" what they mean?
also i have a friend there in philippine i am going to visit her(COTABATO).
If i need this can i get from her?
Where she can get that?
Anybody have a example of it? if have please send to my mail shershadindia@yahoo.com.

Who ever your friend they need to go to the government office and write a statement that they are responsible for you it needs to give your full name, address, telephone passport number and then their name, address telephone number and it must be notarized.
