I am not sure of 2009, law but from my experience and that of former friend Metro Pacific/First Pacific/PLDT Vice President & Corporate Governance Compliance Officer, you may be sponsored by a business or and I know that my former friend would do this as did I when I visited the Philippines was jump on a commercial flight back to HKG and then for myself I would use my second valid U.S. passports as some of us are allowed to have two passports due to world tension.

Visotor visa for Philippines can be further extended up to a standard 38 days and the processing time is approximately one week. You don't need to travel out of Philippines and re-enter with a fresh valid visa.

what sort of visa? once in the Philippines? you do not contact the embassy,since there are no Philippines embassies in the Philippines.
