do people when entering the usa with biometric passports who are actually in athe visa waiver program get finger printed and pic taken?thanks

The biometrics in the passport take care of that. It is electronically transferred. There is a new rule for VW countries though. Implemented by the DHS, it is called the Electronic System for Travel Authorization or ESTA. People wishing to travel to the US from a Visa Waiver country for 90 days or less, has to register before getting on a plane.
