When the aliens come to visit the Earth, who will speak as Earth's ambassador. Do we have a policy for this?

In the movies, it tends to be the President of the United States, but why not some farmer. Does NASA, or SETI have someone for this job?

SETI listens. Their protocol is to release the news to the world upon finding evidence of intelligent extraterrestrial life.

I'm sure NASA would report directly to the President.

The aliens have already been here and none of us will ever know who actually talks to them. Obama is not smart enough nor is any other politician. I doubt that Obama or any of his "team" even have access to all that is known about ET's.
