Even though the general expectation is October 2008, the official website declares that it will be announced in August 2009. However the important question rises here:
The registration period will be announced in August 2009 and expected to be in October to December 2009. Then the results must be declared in June 2010. So this becomes DV-2011 not DV-2010.

The only legal place that you can register officially and free of charge is : dvlottery.state.gov . The DV-2010 Lottery begins at Noon EDT on October 2, 2008, and ends at Noon EST on December 1, 2008.

Please don't be fooled by hundreds of other illegally websites that charges you money ...

Remember : " http://www.dvlottery.state.gov "

By the way if you search " US Diversity Visa Lottery Official Website " in Google the above website will be the first result .

And it's a good idea if you go to the aforementioned website and get invaluable information and prepare yourself prior to opening day.

P.S: Yak Rider answer is correct too . That address is one of the links within the dvlottery.state.gov website .
