the best is to generic. Define best, like best for your career or best for single, or best for married couple, or best for elderly. Best for certain people may not be best for others.

It depends who you are. If you are an Asian or from Latino America, you might find California the best place to live. If you are an European, you might prefer the East Coast and so on.
