i am a US Citizen and i have a nephew that lives abroad and am willing to invite him to visit us here in the US for the summer , but am wondering which USCIS form do we need to send him and if there is anything else that we can do?

First if he's only coming for 90 days, you should find out if he's eligible for the Visa Waiver Program. If so then there's no need for a visa at all (Save $131 and a lot of effort and time).
If he does need a visa the most you would need to do would be to send a letter, also notarized, that invites him to visit, states the anticipated dates or period of visit, the reason for the visit, and acknowledge that you will provide him with any necessary support during his visit.
If he is under 18 he will need notarized letter allowing him to travel, signed by both parents, and specifying where he is going and when and who is to meet him, etc. You should also get a notarized letter from the parents allowing you to care for him and consent to medical treatment for him. |

You do not need any form .. the relative has to file for a visa at their local US consulate

You will need to fill out and send Form I-134 (Affidavit of Support), attested by a Notary Public. Anyone can offer financial support for your nephew on your behalf on form I-134, so it is not necessary that you have sufficient funds in your name for the same.
