Who can we contact now for an appointment?

The Kingston Embassy sent me an e.mail stating my Fiance' should receive an appointment letter in the mail- That was 2-3 weeks ago. We were told that if he did not receive his letter in the mail we should request an appointment via the kingstonivinfo e.mail address.... But of course a generic e.mail was sent back with no turn around time. Is there anyone else we can contact? Does this process usually take this long? We filed for a Fiance Visa in Late November.
