Yes they did. Another fact, during Storm, the Taliban sent 300 fighters to work with US Troops as translators and guides.

Representatives of the Taliban occupied the Embassy building until the summer of 1997

They supported Osama Bin Laden for fighting the Russians and refused to give him up after 911 because of their religious beliefs. Something most people don't know. They have a very strict religious code they live by and will die before breaking it. So rather then negotiate a way to resolve the issue, and have Bin Laden handed over to a Muslim court, Bush invaded Afghanistan. That is what happens when you are ignorant of other people's religious beliefs.

The Taliban are Islamic fundamentalists and not a country recognized by...well by anyone. So I find it hard to believe that they would have an embassy anywhere, let alone one on US soil.
