i am a citizen in a foreign country. i have a very controversial problem and i have to explain this to someone in my country's embassy. so far, the people at the visa and passport section dont seem to know the right thing for me to do. i have to speaking to someone higher, but i dont know who. all i know is ambassador but i doubt i will be allowed to speak to him directly.

so who else work in an embassy that i can ask to speak to?

On the way to the ambassador you might want to talk to the second secretary then to the first secretary and if they can't help then the embassador.

Ask to talk to a supervisor, then ask to talk to their supervisor until you get an answer or directions where to go. They work for you, remember that.
