Because the US is basically doing this alone, without a lot of support from other nations.
The rest of the world pretty much thinks that this occupation is not necessary, as the reasons for being there have changed more than once.

France still foots the bill and has responsibility over their actions. The US could start its own foreign legion or recruit more foreign nationals (currently, only legal residents and citizens are allowed to join the military) but the Legion is still a part of the French military subject to French foreign policy.

Because outside their training facility a car backfired and the legions surrendered.

The French are not generally noted for helping other nations, only during our Revolution did they help us & they did fight to save their country when we invaded during the 2ND W.W., They want help from others, not give it!
