Ambassadors are the chiefs of mission at embassies and missions to international organizations.

High commissioners are the chiefs of mission at the diplomatic missions of one Commonwealth country to another.

A High Commissioner is the senior diplomat (generally ranking as Ambassador, above an Envoy) in charge of the diplomatic mission of one Commonwealth Government to another.

Ambassador is a diplomatic official accredited to a foreign sovereign or government, not just between commonwealth governments.

High Commissioners are ambassadors too. Only they are ambassadors representing a member nation of the Commonwealth in another Commonwealth country. E.g. India and Australia are both members of the Commonwealth. India's ambassador to Australia is designated High Commissioner and vice versa. But India's envoy to the US is designated ambassador only and not High Commissioner, because although India is a member of the Commonwealth, the US is not.
