Sorry "Attorney" I forgot to mention that it's an invitation for a student visa so it has be be through the ministry of foreign affairs.

You do not need an invitation from the russian government to visit Russia, what you need is an invitation from any russian citizen to write a letter inviting you to come visit the country.
Many people there will be happy to write the letter for you and send it to you.
