Why does the British Overseas Territories Act, 2002 not allow UK people to live in Overseas Territories?

As seen below it recognises they are too small for large amounts of outsiders. The UK is too small for large amounts of settlers and this fact was ignored. So why not for Overseas Territories?

"The British Overseas Territories Act, 2002 extends British citizenship,together with the right of abode in the United Kingdom, to people in the Overseas Territories who qualify for it. Citizenship will be non-reciprocal; residents of the UK will not have the right of abode in the Overseas Territories, as the size of the Territories and their populations would not allow the influx of possibly large numbers of outsiders. As a result of the changes introduced by the Act, most people in the Overseas Territories now hold both British citizenship and British overseas territories citizenship concurrently"

This is how we "know" we live in a Prison.
Not only here in the U.K. but everywhere,..the entire World is a conglomerate of Prisons.

We are all born into slavery and imprisonment.
If it were not so,..and we were in fact "free" then we should be able to go where we choose, whenever we choose,..but we can't,...because we are in Prison.
We even have "identity" numbers (National Insurance etc) so we may be catalogued and categorised.
Whenever we see Government or even Corporations talk of the People,..they talk of "Human" resources,....that's right "Resources".
What kind of person talk of resources?

Well,...a Farmer might talk of his "live stock" or his "crops" as his "Resources"...or his "Capital" or "Wealth",...just as one would expect.
But "who" or what type of person would call the People "Human Resources"?

We are all in Prison and the sooner we all recognise this "Fact" the sooner we can begin to break free.
