Ukraine has not joined the European Union and they are not a canidate so why aren't they a member/canidate?

The EU has certain criteria that needs to be met before a country can be considered for membership, once it has been considered & approved there is yet more criteria to be met to in order to become a member.

Another poster has made a good point though about Russia, it would antagonise them if the EU strayed much closer. |

Actually it would be great for Russia,
and Putin when he was a president said, that Russia would welcom decision for Ukraine to join EU (but not NATO).
But Ukraine is too poor for EU.
Actually it is one of the poorest country in Europe. Check this and sort by rank:

And there are a lot of problems. Currently their debt is one of largest relative to GDP.
So there is no reason for EU to include Ukraine. |
