CD stands for Corps Diplomatique, or Diplomatic Corps, in French. French was the standard language of diplomacy until the 20th century. It alerts the police that the driver likely has diplomatic immunity and should be treated respectfully, at the very least. On the other hand, it alerts folks who don't like diplomats that the driver is probably a high value target. So, having the tag on the car has its good points, and bad. |

United States Government employees, who are under Chief of Mission (Ambassador) Authority, are serving abroad on a Diplomatic Passport and have a degree of Diplomatic Immunity, as mentioned by a previous answer. The CD license plates are used to identify the vehicle as Diplomatic. What vehicles actually have CD plates depends on the particular security situation in various countries. In almost all situations, Official U.S. Government owned vehicles overseas always have CD plates. In some places the personal vehicles of individuals may also be required to use CD plates, or may not be allowed to have them. In the country I am stationed in, my private vehicle has private plates. This is a much better option for personal safety. These days, the less there is to tell everyone you are a diplomat, the better it is. |

Counsellrs enjoy a unique status. Even if they may be on some soil technically they are on this own soil subject to laws of the lands they represent. Even if they commit a crime they can at best be sent back to their home country to be proceded against. As such for the need of identijying them so that thee is no faux pass is there arises needing some special indications of their being apart from the local.Hence the distinguishing number plates.CD, I do not know definitely, but may have something to do with their counsel/diplomatic status. |
