No, you will need a passport to travel to the U.S.A. as well as to travel to any country on the European continent since the United Kingdom does not issue national identification cards.

The theoretical distinctions among passports, travel documents and national ID cards is fine. But if you're going to the USA, a more practical approach is to contact the air carrier and ask if they'll *board* you with the document you have. If you arrive in the USA without proper documentation, the air carrier gets a penalty and has to pay to return you where you came from. They know the practical answer to your question. If you're in the UK and don't have a UK passport, you're likely to have troubles getting a visa from the embassy because you may be unable to *prove* links/ties to the UK. Good luck to you!!
