can someone apply for a British passport too?

no ILR is only ILR on you rown nationality. To apply for a UK p/p you first need to be naturalised as a UK citizen. To get naturalisation you need to pass some tests and you also need to qualify. I am a UK immigration solicitor

No. You have to be a British citizen before you have a UK passport. Leave to remain does not mean that the person is British!
