I'm from western Europe (non-EU). I have a job here, but I don't earn a lot (so I can't afford college in Canada).
Do I have a chance? What to start with?

Unfortunately, neither Grammar SS nor llanolyn is correct. I'm afraid that without a good education, your chances of being able to immigrate to Canada are close to zero.
You can try to immigrate but be aware of a few important notes:
1. it takes a very long time to immigrate to Canada. We are already dealing with about 925,000 applications . As we only accept about 250,000 new immigrants each year, even if you were to qualify to immigrate and submitted your application today, I think you can see just how long it would take.
2. If you go to the CIC website, you will find a link to a self-assessment quiz to see if you even qualify to immigrate here in the first place. Canada doesn't take just anyone, despite what another responder said and immigration is not a revolving door.
3. In case you didn't know, Canada is in the midst of a very deep and serious economic recession. Hundreds of thousands of people here have lost their jobs already so that means that what few jobs there are left out there will go to Canadian citizens, not to foreigners - especially unskilled foreigners without any kind of post-secondary education.
You mention that you cannot afford to attend college or university in Canada. If you are really and truly interested in immigrating to Canada, you might want to consider saving your money for college or university. Please note that you would not be eligible for any kind of student loan here.
Please do not think that Canada is some lotus land of easy to get high paying jobs, cheap housing and food and free health care because none of that is true.
