i was just curious, i was wondering if americans who expatriate to another country can own property and/or a house here in the u.s.? even if they pay the property taxes?

Yes, being an Expatriate means you no longer reside in the USA. It does not mean you have renounced your citizenship. You still have all your citizenship rights. You still own all property and must pay the taxes on it.
