What exactly does the 2yr rule mean? I came to the US on a J-1 visa. I understand that I need to apply for a waiver. If I don't, then does that mean I will have to go back home and wait for 2yrs before I apply for another visa? Also, my visa extension was rejected. Can I still apply for a waiver before I leave?

It only applies to H and L work visas and immigrant visas. It doesn't affect tourist visas, student visas or any other category. |

You have to return to your home country for 2 years if you ever want to return here to work. The only way out of that I have heard of is to get a student visa. That will let you stay in the US longer but you will not be eligible for a work visa until you go back to your home country for 2 years. |

You answered your own questions. 2 year rule means you must return your home country and work/stay there for 2 years before you go outside of your country. It is usually required by government sponsored or paid J1 types. |
