is there any rules like we can not sponser to our depandend before 6 months?

You can't 'sponsor' her exactly. If your school agrees, they can issue an I-20 form that includes her as your dependent. She can use that form to apply for an F-2 visa at the same consulate where you recieved your F-1.

Without you working legally and your spouse not being able to work, I do not see how you would be able to prove financial responsibility for the both of you. You have to have proof of this.

You can but she cannot work in the USA. Not at all. Not even part time.
