Both my grandparents were born in Canada in the '20s. My grandma later became an American Citizen in 2000. My father was born in Canada in 1953, and became an American citizen later- but I don't know if it was before or after I was born- does that matter? I was born in 1988 in Detroit. Am I eligible to get a dual-citizenship?

Congratulations you are now a Canadian citizen, Citizenship was restored to those who lost their Canadian citizenship retroactively and thus it doesn't matter whether your father lost his citizenship before you were born, he automatically regained it on April 17 retroactive to his birth,
You as a first generation non-Canadian born child of a citizen are a citizen,
