Yes they are but it takes longer as the screening is a bit more rigourous, they otherwise go through the same visa process as anyone else.

It is like any other country you need to qualify for a visa or a visa waiver program the only difference from this middle eastern countries is that it raises a big RED FLAG once they get to the U.S.
