i was born in sweden but at the time both my parents were not citizens and after 3 years we moved out but i have my birth certificate and all those except for my passport, can i be a citizen

Sweden follows the jus sanguinis policy, that is - nationality comes from the parents. USA does not follow this policy, for example. If you are born in the US you are eligible for citizenship. This is not the case in Sweden.
Notification might have been an option if you're young enough but if your parents weren't Swedish citizens at the time of birth this is not the case.

A child that was born abroad and has not acquired Swedish citizenship under Sections 1 or 4, but whose father has held Swedish citizenship SINCE THE BIRTH OF THE CHILD, acquires Swedish citizenship on notification by the father of the desire to that effect before the child reaches the age of eighteen.
As I've said, they consider it irrelevant where you were born. You are only eligible for citizenship now if you get permanent residence in Sweden. If you had stayed just 2 more years in Sweden as a child you would could have been granted citizenship through notification (at the time). |

If neither of your parents were Swedish you can't. One parent has to be Swedish to claim Swedish citizenship. A child acquires Swedish citizenship at birth if:
the child's mother is a Swedish citizen (Swedish mothers have only been able to pass on their citizenship since 1 July 1979);
the child's father is a Swedish citizen and is married to the child's mother;
the child's father is a Swedish citizen, the child is born out of wedlock, and the child is born in Sweden |
