Can I apply for permanent residency in Canada before I move there if I intend to remain there permanently?

I will be moving to Canada and I really want to get dual citizenship after I have lived there for the required amount of time. Can I apply for permanent resident status upon reaching Canada if I will be remaining there permanently?

You need to apply before you go to Canada if your intention is to stay permanently. It is also possible to move as a temporary worker, but if you want to change that status to permanent residence you need to go through the same application process as if you were applying from where you are now.

you have to apply and qualify BEFORE you can come to Canada,you cant just move to another country you must meet all the requirements and be granted permanent residency before you can move

You have to apply from your own country. It takes two years, if you are accepted, before you get the visa. You need the visa if you wish to be anything but a tourist.

You will be denied entry as foreign nationals are not permitted to remain in Canada permanently. There is a reason it is called "temporary resident status". You apply then you go later!
