Can I travel to the schengen countries with student visa (1 yr.) for Germany? Is German student visa Schengen?

If you hold a national Schengen visa type D valid for "Deutschland" you cannot use that to travel to other Schengen countries. A hybrid visa type D/C would allow the visit of other Schengen countries for 90 days within the first six months
If you should have been issued a residence permit (Aufenthaltstitel) you may also use it to travel to the other 24 Schengen countries for up to 90 days within every 6 month period.
You also may get a residence permit from the immigration office (Ausländeramt) in the town-hall of the German city you are residing in if your D-visa authorizes a stay longer than 6 months.

it should clearly state so on the visa in your pass. If the word Schengen Visa can be found on it, then yes.
