What school are you attending? University of Toronto makes health insurance a priority for its international students. You could already have paid for a health package with your tuition fees. See:

I would check with either your international student office or the Registrar's office.
As for Social Insurance cards, if you are temporarily in Canada, you can apply for a temporary card -- if you want to get a job on campus. So, you'd need your study permit and employment contract from the employer on campus. You can't work off campus. See:

you are supposed to have enough money to support yourself during your entire studies - and that includes paying for all health care requirements. If you cannot show that you have this money when you apply for a student visa, then you will not get the student visa at all.
You will only get the SIN when you apply for a work permit. |

NO, you cannot get either.
You came to Canada to study, and just to study. You did not come here to work (SIN) or to have access to our no cost/low cost healthcare system. Health insurance is paid by every taxpayer. It is not paid into by people here on student visas.
You can purchase your own health insurance package. You can check online to find a provider in your area - it will cost you roughly $200.00 per month. |
