Yes you can but the visa is not readily available because you are not a US citizen. You must file the Form I-130, petition for alien relative. If approved you will receive a priority date. When that date becomes current your spouse will be able to file for permanent resident status. You can monitor the date on the State Department website (travel.state.gov) by checking the visa bulletin. It takes a long time because he is from the Philippines. They are now up to those that filed in 1993. It would be much faster if you naturalize as a US citizen.

Yes you can but he won't be moving here anytime soon.

You would be better off applying for status in the Philippines and immigrating there.

Yes you can but since your not a U.S. Citizen it will take longer to fix his papers. If by any chance that he has never been to the U.S. you can try to file for fiance before getting married but if he's already been here, it will depend how long he's been in the U.S. and if he's had any probs. here also.

Absolutely. But be aware that if your boyfriend does not have a visa, it could take quite a while to get things fixed. Unfortunately, because you are only LPR status, wait times can be longer for you.

Also, I believe you have to be LPR for at least five years (I think it's five) to sponsor a spouse for a visa.

If you are eligible for naturalization, I strongly suggest obtaining that first. Your ability to navigate through immigration issues as a citizen is much easier than as an LPR.
