You may not legally work on a visitor visa. You will need to obtain a work visa

No, you can't work with a visitor visa.

You can come with a visit visa and look for work.
While awaiting for employment you can also extend your visitor visa.
Once you've secured and employment from a company in Singapore, you can then apply for Work Permit.
You can only start work legally when you get your Work Permit. Thus your best bet is to get hired before you come.
