I don't mean for you to adopt one but i mean
what if they are already in the country and their step parents want to adopt them in order for them to become legal citizens..
can they do that?

Yep, but I'm not sure if you have to fill out other paper work to make them legally American because they were not born here and their parents weren't either. Your best bet would be to just call up a lawyer and ask questions, usually they will give you a free consultation to get you on the right track:) Good luck! |

All sorts of complications with that. Where are the parents. International investigations. International agreements, etc. It is not impossible to do but it can be very difficult. |
