No, this is not possible. You have to apply from your own country. By being out of status in the USA, don't think Canada would welcome you. Sorry.

You flouted US laws by overstaying your visit. Do you honestly think Canadian immigration officials will trust you when you try to apply for a visa for here?

You need to check if Canadian Embassy in US will accept the application of non US Citizen first. Mostly Canada Embassy is US has jurisdiction over US Citizen and Canadian Citizen.

If they accept the application then you can get Canada Visa in US. However, you will be have to pay the penalty of over stay when you leave US with US Immigration. They could stamp banning you coming US for certain time.
