this application asked about my parents and siblings. what about your medical history? it seemed unethical/inappropriate to me and i left it blank and now they are saying i can't have the job (as university staff) if i don't fill it in.

NO they cannot ask you that.
You are applying for the job, NOT your family.
If they wanted to avoid nepotism they only needed to ask if you have any relatives that currently work at the university - thats all they could ask. |

These questions cannot be asked on the application for employment. They can however be asked for background check/screening. |

Some universities have a policy against hiring relatives if doing so could result in actual or potential problems in supervision, security, safety, or morale, or if doing so could create potential conflicts of interest", so they may just be trying to determine if any relative works there.
