Cuba doesn't give out visas, but the American Interest Section in Havana certainly does. People come to the US from Cuba on immigrant visas every day. Here's their website: http://havana.usint.gov.

I thought the question was about going from Cuba to the USA, not from the USA to Cuba, for that you would need a visa from Cuba
About going to the USA, yes, you can emigrate legally, but it is a mess. First ( or second. It depends ) you must get a visa from the USA. Second ( usually ) , you need the Cuban authorization to escape
