My nephew was born in Micronesia when his parents was working there. Although the parents are not Micronesian citizens, can my nephew apply for US citizenship. Micronesia is a US territory.

Generally, to be eligible for naturalization an alien must establish that he or she has been lawfully admitted to the United States for permanent residence. If your nephew is not a permanent resident, then he cannot qualify. There is one exception. See below:
If your nephew served honorably on active duty status in the Armed Forces of the United States, then he can apply for U.S. citizenship pursuant to section 101(a)(27)(K) INA which only applies to nationals of the Philippines, the Federated States of Micronesia, and the Republic of the Marshall Islands. |

No. Micronesia has it's own citizenship. And being born there doesn't confer citizenship. Micronesia doesn't allow dual citizenship. Micronesia is a sovereign nation not a US territory. Before that it was part of a UN trust under US administration. NOT a US territory. |
