Can you have one letter for the intention of marriage within 90 days with both signatures or do you need two?

I read somewhere that you can do one with both signatures on it.

Each of you has to make a Letter of Intent.But you can try writing just one.You can just give another set later if they want the latter. Sometimes it is not asked but it is better to have it ready on hand during the interview.
