Considering you are technically not an illegal. Yes. An expired green card is an administrative violation, not a crime.
Unemployment was paid into the system by you and your employer, so you are eligible to collect. It is NOT a means tested benefit like welfare.

As a permanent resident, you are not entitled to state benefits. If you apply, you might be able to get it, but it will turn around and bite you in the rear end if you apply for citizenship later on. I would strongly advise against applying. Good luck. |

Yes, you can apply. If they deny you---contest it.
But, you need to get that green card renewed ASAP--for you do not want to violate your conditions of the green card. |

Yes. You were employed. Unemployment is not a state benefit, it is insurance which you are collecting.
Unemployment benefits generally should not give rise to problems under the public charge removability provisions. As explained above, unemployment benefits are an insurance benefit, with the costs borne by employers.
Your green card expiring does not mean you are out of status. You are still a permanent resident, you just need to replace your I-551.
You should do that as Federal Law requires all aliens to have proof of legal presence in their possession at all times and an expired card does not meet this requirement. |
