You can't do that. You would have to have a legal permanent resident status to be able to avoid the extra fees. Same goes here in the US, an International student gets a visa but cannot qualify as an "in-state resident" because he can't be a resident.

No exemptions regardless you are student or any other person, you have to pay residing out of country fees. With a Student Visa, it is always more diffcult to obtain anything, because of the finacial problems.

Image yourself in canada attend eg. McGill University, think of the cost of the tutition, lets say, average it 8000$ per term, and then add on living cost (clothes and food), apartment cost plus a parking spot 900$, and utility bill (waer, gas and cable+internet) 1000$. Then add on a car, even if you buy it clean, registering the car would not be a problem if you have a job. the Insurance will be, varying by car would be at least 2000$ per year. Also add on gas (30$/week) and parking spot fee given at atleast 600$ per school year

Unless you are super rich and can afford or have parents to support you constantly, its hard to obtain scholarships and loans with a car while in school.

So, consider all the factors and try to figure it all out. Check the schools website for any help.

lol of course you will pay international student fee's. on a student visa you cant be in canada unless your in school so you wont be living here for 7 months before school starts

only permanent residents and citizens of canada get the cheaper fees and to become one of those you must apply to immigrate and that could take years

Where do you get the idea that you would be exempt from out of country fees? You cannot just show up and live in Montreal for 7 months beforehand.

To qualify for a student visa, you need to apply to and be accepted by a college or university. You would then have to take the letter of acceptance from the college or university and get a visa based on it. However, there is more. You will also have to have enough money to live while you are at school since you would not be able to work unless you also apply for a special dispensation - and that is VERY difficult to get. You will also have to purchase supplemental health care insurance since you would not be eligible to make use of our universal health care system. You would also not be eligible to get any student loans from Canada since those are only for Canadian students.

The details are just that - but I'm curious as to how you think you can just live here for 7 months before starting school.
