Citizenship approval is overdue?

I need help with getting my US citizenship..
I passed the interview for citizenship in July of the last year in San Jose INS.
After the interview,the immigration officer gave me a paperwork saying that I successfully passed the English test,and decision will be mailed to me. But decision is still not made. I know that by law INS supposed to make a decision during the next 120 days after interview.
I would like to file a petition to Court in order to have decision from INS soon.Who can tell me,what the name of petition I need to file? Is there any way to find it online?I am a single mom,and don't have a money to hire an attorney.But if someone knows affordable paralegal or attorney in the bay area,please let me know.Thank You!

I have noticed a trend it seems to take longer for non-white immigrants, and even longer for Arabs. What is your race? If I where you post your concern to the Office of the President. Let them be aware.

My father is black Latino and he filed his citizenship 11 month's before my mother who is a white Latina. She got her citizenship 6 months before him.

An Arab man filed his 5 years ago and still hasn't gotten his date.

Mexicans are having the same issue too.

They have been putting more scrutiny on those who are file as other then white.
