Do I have to use a certified translator or agency for documents which need to be submitted to USCIS?

I need to have my and my husband's marriage certificate translated from French into English for USCIS. I am fluent in French as are several of my friends so I'd really like to just ask one of my friends to sign off saying she is fluent to translate and testifies the information is well translated, etc etc etc. However, I know USCIS is difficult so perhaps I need to pay a translation service (like 75 USD!) to provide a "certified" translation? Can anyone advise me on what I should do? I looked at the USCIS website regarding translations and it didn't look as if it required an agency so now I'm confused.

You need official translation, that means a person who holds a translator's stamp & possibly registered with authorities as registered translator for the language (in ur case French). If u don't know any may be best is to contact French Embassy & they can give u address of one accepted by them (& he/she should be accepted by USCIS too).

We do certified translations in the UK all the time for our clients in a similar situation to you. However, as you are in the US, I would recommend approaching the American Translators Association, www.atanet.org, as it may be the case in the US that there is an official list of translators who are in a position to do certified or sworn (legal) translations. If you approach a freelance translator, you may save a little bit more money, but fewer eyes may have proofread the translation.

I have also dealt with many similar requests in the field of legal translation. As mentioned above, certificates of authenticity are usually accepted by most authorities, except where notarisation or legalisation is required. You definitely need to check USCIS’s requirements on translations. Some companies will be able to simply issue a certificate after having reviewed your document. But depending on the length, it may be more cost-effective to have them translate it outright.
