My husband is not a US citizen but he is a permanent resident and has a US Social Security Number. Would he be able to get a US passport?

I just want to make sure everyone answering is reading the part about my husband having a Social Security Number (since no one specifically mentioned it).
Even with an American Social Security Number he can't get a US passport?

No. You have to be a US national in order to get a passport.
You do NOT have to be a citizen!

SSN has nothing to do with citizenship, He cannot get a passport until and unless he becomes a citizen. His green card gets him in and out of the US he uses his own nation's passport for his travel. |

Of course he can't. He needs to be a citizen. What kind of question is that anyway? All countries require a citizenship for passport. Even if he is a permanent resident he can't get one.

SSN and passport are different, although they are connected. The SSN is associated with taxes and, if you live long enough or are disabled, etc., benefits. The passport is associated with citizenship which means voting, holding office and a whole lot of other things.
A US SSN is a good thing to have, or at least historically it has been, but it does not entitle one to a US passport.
I have SIN (Canadian equivalent of SSN) as a permanent resident, but am not entitled to a Canadian passport. |
