Does an australian citizen need a visa to enter us and canada?

can they have visa on arrival?

Because Australia is a participant in the Visa Waiver Program, Australians can visit the USA as a tourist for up to 90 days without a visa BUT they must still apply online for ESTA before they travel:
http://travel.state.gov/visa/temp/without/without_1990.html
You are only eligible for the VWP if you have no criminal convictions. If you have any, you must apply for a tourist visa.

Australians can visit Canada as a tourist without a visa, but again, this does not apply if you have any criminal convictions.

as with many many countries around the world, Australians can enter US and Canada WITHOUT visa papers. That means you don't have to apply, pay application fees or get any paperwork beforehand.

However, you may need to register online for entry into the US:

If you have Australian passport, you can enter US without visa and stay here only for 6 months. Can visit again and over again but each visit is limited to 6 months max.
