It would depend on how much you owe and whether or not you are making payments to the IRS to satisfy the debt.

No, as long as you show that you can prove that you have some payment arrangements with IRS for the back taxes and that you are making payments on time, then you should be good.

I would think that that would be a bearing on your application. Pay it off and then apply for citizenship/naturalization to be on the safe side.
