I want to renew my visa and my passport to go to Philippines with my grandmother. And if you're a minor do you need your parent's permission to go to another country?

Passport takes a few weeks. Visa, depends on what kind you need.
If you're visiting for three weeks or less, you don't need a visa. And that can be extended for up to 60 days beyond that 21 day period.
And yes, you won't be able to leave the country without your parents' permission. |

Passport process usually takes anywhere from 4-12 weeks, if you do not need to make an appointment. If you aren't eligible to apply for a renewal by mail, then it could take longer.
Visa renewals, depending on the visa can take 24 hours or up to 12 months. It depends on what type of visa and where.
