My question is how should be determine when an immigrant person has full protection of all the human rights all Canadian citizens enjoy?

Landed immigrants have almost the same rights as Canadian citizens. Otherwise, when you become a Canadian citizen, you can enjoy the same rights as other Canadian citizens.
