refer to following web link that gives you NOC in general which has to be formatted to your company. I understand that if you are working in govt/central govt only you need to produce this NOC else not required.
In NOC, you can include, passport number reference and present position and state that your company does not have objection to apply for the post in different organization.
should be something like this..
