Technically, you can still apply for a visa for your spouse. But.. you will have to show the USCIS that you can sponsor him/her, and that you will not become dependent on US welfare/social security/ food stamps etc'.
If you can not prove you can support your spouse financially, you have no chance of getting this visa. and having no job will not help much.

There are 2 forms. First the affidavit of support I-135. This must be approved before the second form I-129f fiancee visa application. Unless the support affidavit is approved you cannot submit the visa application. If you are not employed your the I-135 will be denied. It is that simple. There are provisions for co-sponsors.

If your support petition is approved the I129f is submitted to the US consulate in the country where your Fiancee resides. That is a general overview. Here is a good link:
