If they are already here illegally, they cant. They have to go back to their home country and apply for citizenship there. |

If they entered legally and they get married they will just have a green card interview and that's it, to check if the marriage is real.
If they entered illegally they wait until someone will give them amnesty or they leave the US for 10 years and after the 10 years ban is over they come back with their US citizen they married to. |

The ILLEGAL ALIEN need to go to their nation or origin and apply to become a legal IMMIGRANT.
If caught and sent back, there is a 10 yr ban before captured and deported ILLEGAL ALIENS can apply for a proper visa/ non-resident worker status.
